In the heart of Elkhart’s River District, The Delta Neighborhood is setting a new standard for community-centered urban development. Led by the WeImpact Group, this ambitious revitalization project is transforming a key stretch of Jackson Boulevard into a thriving, mixed-use neighborhood that blends modern living, commerce, and culture.
The first chapter of this transformation began in 2020 with a striking four-story commercial building, now home to professional offices, a ground-level restaurant, and a rooftop bar that has become a vibrant social hub in downtown Elkhart.
Momentum continued in 2023 with the addition of a second, three-story commercial building, further expanding the area’s footprint and appeal. By 2024, construction began on the next major phase: two multi-family apartment buildings and two mixed-use developments featuring residential units above ground-floor commercial spaces—all designed to bring people, business, and energy back into the city’s core.
Pemberton Davis has been proud to play a central role in this transformation. Our team delivered critical utility infrastructure, including electrical service installations to power each building and future-proof the site for continued growth. From the earliest design phases, we collaborated closely with developers, architects, and the construction team to offer design input and value engineering solutions that helped meet both budget goals and performance standards.
Across all phases, we installed complete fire alarm systems to ensure life safety and code compliance, and we enhanced the site’s exterior environment with extensive parking lot lighting and decorative bollard fixtures—creating a well-lit, inviting atmosphere for residents and visitors alike.
The Delta Neighborhood represents more than new construction, it’s a catalyst for change and a model for thoughtful urban revitalization. We’re honored to help power a project that is redefining what’s possible for Elkhart’s River District.
